Steve Hartsell, Neale Montgomery, and Katherine English were selected in the practice areas of Environmental Law, and Land Use and Zoning Law, Charles Mann was selected in the practice area of Real Estate Law, Irene Kennedy Quincey was selected in Environmental Law, and Chené Thompson was selected in Litigation-Land Use and Zoning, and Litigation-Real Estate.

Mr. Hartsell is Florida Bar Board Certified in Condominium and Planned Development Law. He concentrates his practice in zoning, land use and real estate law as well as local government administrative law matters, representing clients in administrative matters before city and county commissions, councils, and boards throughout Southwest Florida. Mr. Hartsell joined Pavese Law Firm in 1986 and became a partner in 1990.

Ms. Montgomery focuses her practice in all areas devoted to using land and protecting property rights which include land use, environmental, water, and real estate law. Ms. Montgomery represents applicants and landowners in a variety of development, entitlement and administrative matters before city and county bodies throughout Southwest Florida. Ms. Montgomery joined Pavese Law Firm in 1986 and became a partner in 1991.

Ms. English concentrates her practice areas in agriculture, environmental and land use law with an emphasis on seeking and protecting entitlements for larger properties to maintain value and productivity. She is a native of Southwest Florida and her family has farmed here for more than 200 years. She believes that agriculture and the people who practice it are the foundation of civilization and an essential component of a democratic society. She serves on a number of committees supporting agriculture, agricultural education and environmental policy.  She has twice testified before Congress on behalf of the American Farm Bureau detailing the challenges farmers and ranchers face when attempting to comply with the ever-changing requirements of the Clean Water Act. Ms. English joined Pavese Law Firm in 1994 and became a partner in the firm in 2000.

Ms. Quincey’s primary practice areas are Environmental Law, Governmental Law, and Agricultural Law with an emphasis on Water Law, surface water management, wetlands protection and state and federal permitting. Ms. Quincey joined Pavese Law Firm as a Partner in 1994, bringing her many years of experience in the areas of permitting, rulemaking and water policy development on major water resource issues including Water Supply Planning, Wetland Regulations, Lake Okeechobee SWIM and Everglades Protection.

Mr. Mann is Florida Board Certified in both Real Estate Law and Condominium and Planned Development Law. He primarily focuses his practice in the areas of Real Estate Law, Land Use and Development Law, and Association Law. Mr. Mann’s practice emphasizes the various facets of the development process for large residential and mixed-use projects. He represents local and national builders and developers in the acquisition and financing of raw land, negotiation of joint venture agreements, issuing title insurance for raw land, and developed land transactions and creation of the various types of property owner associations. Mr. Mann joined Pavese Law Firm in 2000, became partner in the firm in 2005, and managing partner from 2012 through 2020.

Ms. Thompson’s practice area primarily focuses on litigation relating to Real Estate Law, Land Use and Zoning Law, and Condominium and Homeowner’s Association Law. Ms. Thompson joined Pavese Law Firm in 2013 and became a partner in the firm in 2015 and co-managing partner in 2021. Ms. Thompson brings many years of experience as a litigator and has served as a lead counsel to national home builders and local developers in successful defense of land use, zoning, comprehensive plan challenges and in Florida Land Use and Environmental Dispute Resolution proceedings. Ms. Thompson was selected as a member of Florida Trends Legal Elite in 2019, and as a Super Lawyer by Thomson Reuters in 2022 and 2023.
